Tiffany NorwoodTiffany Norwood, Executive Director
Tiffany joined DLCH in June of 2016. Over the last 6 years, Tiffany served as a Service Coordinator for individuals and families experiencing homelessness. She  also has a certification in SOAR Case Management. SOAR helps individuals experiencing or at-risk for homelessness who may have mental illness, substance use disorder or medical impairments apply for Social Security disability benefits. Tiffany graduated from Western Illinois University in 2008 with a BS in Psychology. Rock Island is her home town and she is motivated to be of excellent service to the Rock Island community and surrounding areas. 

Andrea St. Clair, Assistant Director
Andrea has significant experience working with persons who are chronically homeless as well as with veterans.  In addition, Andrea has extensive experience with overseeing the financial side of non-profits and balances her role as case manager with that of managing the business side of the agency.

Tammy SkovronskiTammy Skovronski, Support Staff
Tammy is our new  part-time support staff, who provides assistance to both staff and clients. She recently retired from DHS  after working there for 30 years. She understands diversity and the importance of providing  quality services to individuals. Tammy enjoys outdoor activities with husband spending time with her grandson.

Mary A. Newcomb, President
Mary Newcomb is excited to serve De La Cerda House as Board President. Mary has earned her Masters of Social Work and spent several years working in local agencies. She is a Practicum Administrator at the University of Iowa School of Social Work in their Quad City program. When she isn't working, Mary enjoys spending time volunteering in various community organizations, including faith based organizations. Mary is ready to bring her talents to this board to better serve those in the community who would otherwise fall through the cracks.

Lori BahenLori Bahen RN, BSM CCM, Treasurer and Secretary
Lori graduated with her Bachelor in the Science of Nursing from Marycrest University in Davenport, IA. She has worked as a Registered Nurse for 17 years in the community. Currently she works at Trinity Medical Center as Population Health Case Manager. In this role she assists high risk patients meet their medical and social needs in the community. Lori obtained her Case Management Certification in 2014.

Dawn CameronDawn Cameron
Dawn holds a BA from Western Illinois University and is a certified Housing Development Finance Professional. She spent 18 years working for local non-profits in compliance and development. Dawn has spent the past 5 years in civil service with the City of Davenport and is currently their Lead Financial Specialist. She is the City of Davenport’s representative on the Quad Cities Shelter and Transitional Housing Council. Dawn offers great leadership skills and understanding the needs of non-profits. We are excited to have her as a part of our board of directors.

Jessica GordonJessica Gordon
Jessica Gordon has spent her career in advocacy, currently serving as the Midwest Regional Manager for Understood, an organization dedicated to providing resources to parents of kids with learning and attention issues. Shes the mother of Aspen, Amelia and Anjuli and is married to Mark. Previously she was a Constituent Advocate in Senator Tom Harkin's office and worked for Ben Cohen of Ben and Jerry's ice cream. In her spare time, Jessica enjoys performing with Open Source improv comedy troupe.

Cindi Gramenz
Cindi holds a Bachelor's Degree in Criminal Justice and has been working in homeless social services for the past 12 years. She is a six year veteran of the United States Air Force where she worked as a Military Working Dog Handler. Cindi is currently employed with Christian Care in Rock Island as the Grant Writer/Development Coordinator and also serves on the Scott County Veterans Affairs Commission.

Janine Johnson
Janine graduated from Wartburg College-BA and Wartburg Theological Seminary-MA. She has spent over 35 years in the human services field for both government and nonprofit organizations; providing services in a variety of contexts from child welfare to serving individuals experiencing housing and homeless issues. Janine is presently on staff at Zion Lutheran Church in Davenport, IA as the Outreach Coordinator.

Cathy Jordan
Cathy has spent over 12 years working for non-profit organizations here in the Quad Cities. Cathy is currently pursuing her Bachelors degree in sociology from Grand Canyon University and is currently on staff at Humility of Mary Shelter, Inc. Cathy's grant writing skills have helped the agency develop and support local housing programs that assist veterans who are experiencing homelessness in the Quad Cities and surrounding communities.
